Canada’s mobile wireless market includes national mobile network operators together with a number of regional facilities-based carriers. This combination of national and regional operators contributes to the overall structure of the market and distinguishes Canada from many other developed countries.

One commonly used measure of market structure is the Herfindahl-Hirschman Index (HHI), which considers both the number of competitors and the distribution of market share. By this measure, Canada’s mobile wireless market is among the least concentrated of the G7 countries and Australia. While most comparator countries have three national mobile network operators that collectively account for virtually the entire market, Canada’s national operators and regional facilities-based carriers result in market share being distributed across a larger number of network operators.
